that doesn’t match any permitted facility. He looks at the number.
He closes the window. He opens a blank email. He addresses it to no one.
Rajasthan, India. A farmer walks to her well before dawn. She has
done this every morning for forty-seven days. She writes the number
in a notebook. The number is wrong. Not wrong — lower. Three
centimeters lower than yesterday.
Batam Island, Indonesia. A systems architect arrives early because
early is the only time the server hall is quiet enough to think.
She has been building a map. Not a geographic map. An ownership map.
She has a name for the third shareholder. She has not told anyone.
Brussels, Belgium. A policy advisor finishes the last sentence of
her working paper at 22:47. She types: Why is permit compliance data for large industrial loads not systematically reported to grid operators before stress events occur? She saves the document.
She goes to bed. She does not know that in seventy-three minutes,
someone in Frankfurt will look at the answer.
New York City, USA. A man on the 47th floor ends a call. He makes
a note — not on the screen, on paper, in a notebook that is not
connected to anything. He does not think about water.
Five people. The same infrastructure. One evening in March 2026.

center infrastructure, water rights, and the ownership structures
that connect them — six layers deep, across four continents, through
holding companies registered in jurisdictions that do not require
disclosure of beneficial owners.
The permits are legal. The water is gone. Five people noticed.
